Hong Kong Education City (EdCity) has launched the “PICCKS School-Based Pilot Scheme”, integrating the “six key learning attributes” into existing school-based activities to support primary and secondary schools across Hong Kong in fostering students’ whole-person development. Once a school submits an application and receives approval from EdCity, its eligible school-based activities will be recognised, and the school will be allocated a preset amount of Pre-PICCKS points.

✨ Assessment and Application Results
- EdCity will check each application for completeness and eligibility. Where necessary, EdCity will ask the applicant school to provide clarification or supplementary information.
- EdCity will notify each applicant school of its application result by email within four weeks of receiving the application. Teachers may then log in to the EdRecord system to view the preset PICCKS points allocated to their school.

Assessment
- EdCity will review whether the application meets the eligibility requirements and whether all required information has been provided.
- If necessary, EdCity will request the applicant school to provide clarification or supplementary information.

Submission of Activity Records and Allocation of Points
- Upon completion of the activity, teachers should submit school-based activity records to EdCity through EdRecord.
- After EdCity approves the submitted activity records, the system will automatically calculate the PICCKS points earned by students.
- Points will be automatically credited to students' accounts.
- EdCity will present awards in July 2027 to recognise outstanding student achievers.
What activities can be included in the PICCKS School-Based Pilot Scheme?
Any school-based activity that aligns with at least one PICCKS learning attribute may be included. However, the activity must be organised by the school itself or its sponsoring body, and must not be part of any themed activities, competitions, regular programmes or partner programmes under the EdCity PICCKS Student Scheme 2026/27. Schools may flexibly select suitable activities according to their own circumstances. Activities organised by other sponsoring bodies will not be counted.
How many PICCKS learning attributes can an activity cover?
Each activity must align with at least one PICCKS learning attribute.
Depending on its design, an activity may cover multiple attributes, up to all six. Schools may flexibly determine the relevant learning attributes according to the activity content and students' learning objectives.
What are Pre-PICCKS points?
To facilitate flexible implementation of the school-based programme, EdCity will allocate a specified amount of Pre-PICCKS points to schools upon successful application. After completing the activity, schools must approve the relevant activity records through the EdRecord system before the specified deadline. Once EdCity verifies the activity records, the allocated scores will be officially converted into PICCKS points in students' EdCity accounts.
What is the maximum number of PICCKS points that can be allocated to each school-based activity?
No specific upper limit is set on the points allocatable to each school-based activity, provided that the aggregate points allocated by the school to all school-based activities shall not exceed the total Pre-PICCKS points granted to the school. Schools may refer to the PICCKS School-Based Activity Scoring Method under the "Procedures and Arrangements" section and allocate points flexibly according to the activity design and the level of student participation.
How do students earn points?
After completing school-based activities designated by the school,
the teacher-in-charge will submit a report through EdRecord. Once approved by EdCity, the system will credit the corresponding PICCKS points to students' EdCity accounts.
What is the maximum number of PICCKS points a student can receive?
Schools are divided into three categories based on the total number of classes, and each category receives a different allocation of PICCKS points. For details, please refer to the
Preset PICCKS Point Allocation
table. Schools must ensure that
the total number of points awarded to all students does not exceed the school's overall allocation limit
, while there is no separate limit on the number of points an individual student may receive. The actual number of points earned will be calculated according to the activities completed by the student and the activity records submitted by teachers.
How should teachers record students' participation?
Teachers should record students' participation according to the activities they have actually completed. After Phase 1 and Phase 2 activities have ended, teachers should upload and approve the relevant participant lists in accordance with the EdRecord system user guide. EdCity will review the submitted participant lists and activity record reports and calculate the corresponding PICCKS points earned by students.
What rewards can students receive through this programme?
Students who participate in at least two activities and earn points in at least two learning attributes will be eligible for awards under the PICCKS Student Scheme. Students ranked within the top 40% in cumulative points across Hong Kong may compete for the "Star of Stars" Award, Gold, Silver and Bronze Medals, as well as various individual awards and attractive gifts. EdCity will hold an award ceremony in July 2027 to recognise students' outstanding achievements. For details, please visit the

Can inter-school activities be counted as school-based activities?
Inter-school activities may also be included in the school-based pilot programme. However, the proposed school-based activity must be
organised by the school itself or its sponsoring body.
Applications must be
submitted and administered independently by each individual school.
Schools may only record and allocate PICCKS Learning Points to students enrolled in their own school.
Students from other participating schools must apply and have their records submitted through their respective schools, and schools may not apply on their behalf.
